Background of the Study:
Police-civilian relations are a critical aspect of any democratic society, as they directly influence the protection of human rights, particularly the right to life, liberty, and security. In Nigeria, incidents of police brutality, extrajudicial killings, and excessive use of force have raised concerns about the relationship between law enforcement agencies and the general public. Ilorin East, a local government area in Kwara State, is not immune to these issues. While the police are expected to serve as protectors of human rights and public safety, tensions between the police and civilians have persisted, leading to distrust and concerns about the effective protection of human rights.
This study aims to evaluate the state of police-civilian relations in Ilorin East, Kwara State, and assess how these relations affect the protection and promotion of human rights. It will explore how the police interact with the community, the perception of the police among civilians, and the extent to which human rights are respected in law enforcement practices.
Statement of the Problem:
Despite the importance of police-civilian relations in promoting and protecting human rights, there is a growing concern that negative interactions, such as police brutality, arbitrary arrests, and harassment, undermine public trust in the police. In Ilorin East, there have been reports of police misconduct, but little has been done to assess the broader implications for human rights and how these practices can be improved. This study seeks to evaluate the relationship between police and civilians and the resulting impact on human rights protection.

To assess the current state of police-civilian relations in Ilorin East, Kwara State.
To investigate the impact of police-civilian relations on the protection of human rights in Ilorin East.
To suggest strategies for improving police-civilian relations and enhancing human rights protection in the area.

Scope and Limitations of the Study:
This study will focus on the relationship between the police and civilians in Ilorin East, Kwara State. Limitations may include access to law enforcement officials, reluctance of civilians to share experiences due to fear of retribution, and a lack of comprehensive data on police conduct.
